I have found a "cockatoos and more recently a fireplace fuel gel that I use, if necessary. Is it safe for the birds to be exposed to the vapors released in May?

No, birds have little sensitive respitory systems and the need for cleaner air at any time if exposed to die firplace.
Not the birds and the air sacs can irritate at least put a little smoke and can die from exposure to this product.
